What is the Collaborative Summer Library Program (CSLP)?

The National Collaborative Summer Library Program is a grassroots consortium of 46 state agencies and associations working together to provide high-quality summer reading program materials for children at the lowest cost possible for their public, private and school libraries.

CSLP hires a writer to develop a planning manual. Personnel from libraries in member states are encouraged to contribute ideas and materials to the manual editor. Member states combine resources and work with a commercial vendor (currently Upstart), to produce the manual, work with an artist to develop art and suggest incentives to support the program theme designed exclusively for CSLP members. Public, private and school libraries in participating states can purchase posters, reading logs, bookmarks, certificates, and a variety of reading incentives at significant savings.

CSLP began in 1987 when children's librarians from 10 Minnesota regional library systems joined forces to develop a summer library program for children. They worked together to choose a theme, create artwork, and select reading incentives that public, private and school libraries in all ten regions could purchase and use.

The success of this cooperative effort continues as more states become members. CSLP has continued to grow and evolve, but its guiding principle remains the same - librarians sharing ideas, expertise, and costs to produce a high-quality summer reading program for children. The Group now numbers 46 states and two library systems.

Who can join the CSLP?

Most CSLP members are states, but membership is also open to regional library systems. Some membership is managed by state library departments, some by state library associations. If a regional library system from one state joins and later other regional systems from the same state want to join they must work cooperatively with the first system and come together for their membership, unless that state as a whole decides to join. In that situation, membership for all the regional systems would be under the state agency or organization's membership.

Who chooses the theme for summer programs?

Representatives from each of the 46 member states\library systems meet every April to choose future themes, develop ideas for the manual, suggest potential artists, determine incentives, and conduct other business. The vendor producing the art and incentives attends the meeting to join the discussion.

When are the materials produced?
The manual, CD and program materials are produced through volunteer committees (manual committee and young adult committee) and are distributed in October of each year.

How are decisions made?

Decisions are made through a weighted voting system based on how many paid members states participate in the National Collaborative.

Are there Promotional Materials such as poster, bookmarks and other giveaways or rewards?

Is there a young adult component to the Collaborative Summer Library Program?

Yes, and it is expanding. For many years, the planning manual has included a YA chapter. For 2003, CSLP and Upstart developed a young adult slogan (different from the children's slogan), producing posters, bookmarks, T-shirts, and other incentives, to support it. At the spring 2003 meeting, the CSLP membership voted to allot a budget to the Young Adult Committee, which allowed them to pursue the development of a separate young adult manual in 2005. The 2005 Manual included clip art separate from the children's clip art. The CSLP YA Committee develops a YA slogan for the current years’ program, and Upstart develops separate posters, bookmarks, and other items that support that slogan.
